QUALITY CONTROL MANAGER / SITE SAFETY AND HEALTH OFFICER (QC/SSHO)

Position Overview:
One of our large federal government contracting clients has an upcoming need for a Quality Control Manager/Site Safety & Health Office (QA/SSHO) for a 9-month project at Aberdeen Proving Grounds, Maryland.  The QA/SSHO is responsible for overseeing all site-specific safety, occupational health, risk management, and quality control activities for a U.S. Army Corps of Engineers (USACE) project to upgrade an existing facility entrance guard station and barrier. 

Role Summary:
The selected candidate will serve as the project’s primary Quality Control Manager and Site Safety and Health Officer. This person will be responsible for implementing and managing the USACE Contractor Quality Control program, administering the approved Accident Prevention Plan, supporting EM 385-1-1 compliance, coordinating inspections and testing, managing daily QC and safety documentation, supporting submittal review, and ensuring all work is performed in accordance with contract documents, approved plans, applicable OSHA requirements, and USACE safety and quality requirements.
This is not a Superintendent role. The project Superintendent is a separate full-time role and cannot also serve as QC Manager or SSHO.
Minimum Required Qualifications:
Candidates must meet the following minimum requirements:
  1. Current USACE / NAVFAC Construction Quality Management for Contractors certification, or ability to obtain/revalidate immediately if required by the contract.
  2. Minimum 5 years combined experience as a QC Manager, Project Superintendent, Project Manager, Project Engineer, or Construction Manager on similar size/type construction projects.
  3. Minimum 2 years of experience specifically serving as a QC Manager.
  4. Experience with federal construction quality control requirements, preferably USACE.
  5. Familiarity with EM 385-1-1 and demonstrated experience with hazard identification, safety compliance, and construction safety documentation.
  6. Ability to serve as a Level One SSHO meeting EM 385-1-1 requirements for this project.
    1. OSHA 30-Hour Construction or General Industry card/certificate, instructor-signed or otherwise acceptable under ENG Form 6282.
    2. Minimum 5 years of cumulative safety experience within the last 10 years managing or implementing a Safety and Occupational Health program on projects similar in industry type, size, and complexity to this contract.
    3. 24 hours of documented formal SOH-related competency training, classroom or online, meeting EM 385-1-1 / ENG Form 6282 requirements.
    4. Ability to maintain competency through 24 hours of SOH training every three-year period for the duration of the contract.
    5. Knowledge of EM 385-1-1, OSHA 29 CFR 1926, Activity Hazard Analyses, Accident Prevention Plans, daily safety inspections, incident reporting, and Government construction safety documentation.
  7. Ability to read, write, and communicate fluently in English.
  8. Ability to work on-site full time during active construction operations.
  9. Ability to pass any required background screening, badging, and security/access requirements.
Preferred Experience:
Strong candidates will have experience with one or more of the following:
  • Federal / USACE construction projects
  • Access Control Points or force protection projects
  • Active Vehicle Barrier systems, passive vehicle barriers, gate systems, or security infrastructure
  • Electrical, controls, PLC, communications, or low-voltage/security systems
  • Civil/site work, excavation, trenching, ductbank, concrete, paving, roadway restoration, and traffic control
  • RMS/QCS or USACE RMS Contractor Mode
  • Three phases of control: preparatory, initial, and follow-up inspections
  • Activity Hazard Analyses, Accident Prevention Plans, daily QC reports, and deficiency tracking
  • Commissioning, performance verification testing, and closeout documentation
