NorthHill Technology Resources has a need for a Systems Engineer with a strong SCRUM Master background for a role supporting a Federal Program in Springfield, VA. This is a direct-hire role with our client, a growing Federal Integrator. Excellent compensation, benefits and company culture. Position Duties and Responsibilities:
Systems Engineer with SCRUM Master / Project Management experience is needed to provide overall project direction for the development, engineering, interfacing, integration, and execution of awarded activities. Deliver Project Management/Integration support to awarded tasks under the User Data Services (UDS) contract adhering to community standards for Project Management to support the delivery, testing, analysis and deployment of new capabilities. Perform continuous status analysis and reporting to ensure a solid understanding of each project's transition status throughout the lifecycle. Develop plans for specific components of complex hardware/software systems to include: requirements elicitation and reviews, analysis and functional allocation, concepts of operation and interface specification, developing system architectures, performing technical/non-technical assessment and management, as well as end-to-end workflow and process analysis working traditional waterfall, agile and hybrid projects. The candidate will also engage with project stakeholders on a regular basis and work to deliver sound engineering solutions within the scope of the project.
Specific SCRUM related activities include plans and facilitates scrum activities, including sprint planning, daily stand up, demos, board reviews, and retrospectives. Maintains JIRA and other information radiators for the teams, collaborates with clients or end users to understand project requirements, acts as a liaison between development teams and product management, ensuring that appropriate project process is made. Will work 2 or more agile related projects along with traditional waterfall projects. The candidate will be required to exhibit good communication and customer support skills. Other project integration duties as assigned.
Required Qualifications
Documented experience with producing content using Agile/traditional project management tools
Must possess excellent time management skills and the drive to work unsupervised or within a small team
Must be a team player and be willing to both share knowledge and learn from others to ensure the team's success
Demonstrated ability assisting the product owner to understand and manage the backlog and sprint planning
Determining and managing tasks, issues, risks, and action items.
Managing requirements and creating user stories with input from key Stakeholders
Monitoring progress and performance and helping teams to make improvements.
Planning and organizing demos and product/system testing.
Ensure proper use of collaborative process and removing impediments for scrum teams.
Tracking project processes, deliverables, and financials.
Preparing and presenting status reports to stakeholders.
Desired Skills
Create quality analytical products to include visualizations, briefs, workflows, diagrams and reports.
Identify areas of gaps and inefficiencies, provide specific inputs and recommendations, and work hand in hand with the government client to obtain support and authorization for delivering solutions
Identify and document requirements changes and assess their impacts on the program baseline requirements
Lead the development and enhancement of lifecycle artifacts required to be developed during the SE lifecycle (example artifacts include ROMs, project plans, project schedules, requirements plan such as SRDs, detailed design documents, CONOPs, test plans, SEMPs, transition activity plans, etc.)
Comprehensive work experience as a SCRUM Master or Agile Certified Practitioner with a demonstrated IT history with creating user stories, managing tasks, issues, risks, demos, product/system testing and action items.
Wide-ranging experience as a Project Manager or Integrator with a demonstrated IT history with initiating, planning, executing, controlling, and closing activities.
At least 3-5 years of related systems engineering, SCRUM, or Agile experience.
Verified experience managing project schedules with Microsoft Project, JIRA or another comparable tool
Experience in leading, managing, and collaborating with a broad range of organizations and groups/teams needed to accomplish the system engineering tasks
Proven history in successfully serving as a Project lead with the responsibility of managing the lifecycle integration of a capability and its associated components into an existing architecture
Clear and demonstrated understanding of Configuration Management, Change Management, Risk Management, Quality Assurance, and Process Management
Education Bachelor Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical, or work/military experience. Certified SCRUM Master (CSM), PMI-ACP (Agile Certified Practitioner), Project Management Professional (PMP) certification preferred. Master Degree preferred.
