DIRECTOR OF CONTRACTS

Our client, a leading Federal Integrator is currently seeking a highly skilled and experienced Contracts Director to join our dynamic team, focusing on the Federal Market. As a Contracts Director and reporting to the SVP, you will play a pivotal role in further developing the Contracts function while ensuring compliance with Federal regulations, managing contract lifecycle activities, and fostering successful relationships with government agencies. This position demands a deep understanding of Federal contracting procedures, exceptional negotiation skills, and the ability to navigate complex regulatory landscapes. As part of a growing Corporate Services team, the successful candidate will work closely with Business Development & Proposals, Human Resources, and Accounting departments. This is a hybrid work position located at our Tysons Corner, VA headquarters.

RESPONSIBILITIES
 
1. Contract Lifecycle Management: 

  • Oversee the entire lifecycle of Federal contracts, from proposal development to contract closeout via Unanet.
  • Leadership and development of the Contracts team and function.
  • Ensure compliance with all relevant Federal regulations (FAR, DFARs, small business rules, etc.), policies, and procedures throughout the contract process.
  • Collaborate with cross-functional teams to review, draft, and negotiate contract terms and conditions.
 2. Regulatory Compliance
  • Stay abreast of changes, analyze, and interpret Federal government regulations and policies (FARS, DFARS, SBA rules, etc.) affecting government contracts to, among other things, perform risk analysis for new and ongoing opportunities.
  • Provide guidance to internal stakeholders on compliance matters related to Federal contracts.
  • Keeping up with and/or monitoring state filings for EX1 and its affiliates, as well as onboarded subcontractors.
  • Working knowledge of SAM, GSA, and other government GWACs.
 3. Negotiation and Relationship Management: 
  • Lead negotiations with government agencies, subcontractors, and other relevant stakeholders.
  • Familiarity with negotiating NDAs, TAs, and Subcontracts.
  • Build and maintain strong relationships with Federal contracting officers and program managers.
  • Resolve contract-related issues and disputes in a timely and effective manner.
  • Experience with  Small Business Innovation Research (SBIR) contracts or equivalent
 4. Risk Management: 
  • Identify and assess risks associated with Federal contracts and propose mitigation strategies.
 5. Documentation and Reporting: 
  • Maintain accurate and up-to-date contract documentation, including modifications and amendments.
  • Prepare reports and presentations for senior management on contract performance, compliance, and risk factors.
  • Ensure compliance with GSA reporting, FLSA reporting, among other reporting requirements.
 6. Proposals 
  • Review/evaluate solicitations and provide proposal guidance support.
 Qualifications: 
  • Bachelor’s degree: advanced degree preferred.
  • 10+ years’ proven experience as a Contracts Manager with a focus on the Federal market including 5 yrs managing contracts professionals.
  • Significant Contracts Management experience beyond 10 years may be substituted for education requirement.
  • Meaningful experience supporting prime contracts and subcontracts.
  • In-depth knowledge of Federal acquisition regulations (FAR), small business regulations, government procurement processes, and contract law.
  • Experience with various contract types, such as fixed-price, cost-reimbursement, and IDIQ contract and funding vehicles including SBIR and STTR.
  • Experience working with a diverse range of Federal agencies including DOD and HHS.
  • Must be fully competent in MS Suite Products and SharePoint. 
Preferred Skills: 
  • Certified Federal Contracts Manager (CFCM) or similar certification.
  • Experience with Unanet CRM implementation.

  • Exceptional analytical ability – must be able to understand and assess business implications of decisions.
  • Self-starter, independent, highly motivated, sense of humor, capable in dealing with software-related licensing issues is a plus, flexible for daily needs, work well with minimal supervision.
  • Excellent time management and multi-tasking abilities; deadline-driven with a fierce attention to detail.
  • Highly motivated with a can-do attitude and strong interpersonal and communication skills – both oral and written.
  • Must be approachable and have excellent customer service and support skills. Ideal candidate enjoys assisting others with questions and is pro-active.
  • Enjoys sharing creative business ideas and working towards implementation.
  • Strong negotiation, communication, and interpersonal skills.
  • Has working knowledge of a contracts management system.
